Well spoken. I've found the same thing and yes, it's all about congruence. Creepiness is the uneasy vibe that a girl gets from a guy who just doesn't seem right somehow.
If he's subdued & quiet, yet he approaches a girl; that's creepy. It just doesn't make sense for a wallflower to do. Something is out of place.
If a guy is too forward about sex, that's creepy. It's against society's rules to be like that. Someone who doesn't know this is not right. (some guys can pull it off by being loud jerks though, because it's congruent)
If a guy stares & doesn't strike up a conversation, that's creepy. He's obviously interested, but why isn't he talking? Again, something isn't right.
The best way to avoid being preceived as creepy is to be deliberate & quick in your actions. Just as someone who's truly being themselves would naturally be.
