I say just be honest with him. Try to set up a meeting with him with nice degree of privacy and tell him what you told us. I can't speak for others, but I find it rough in public areas and I can't stand expressing my feelings if other people might observe it.

If I was the guy, I'd be flattered and maybe even kind of happy that I had successfully attracted a girl, even though it didn't work out. Religious differences are certainly a big no-no for me, and I'm a born again Christian.

This is a totally legitimate reason to let someone down; if I was him, I would be disappointed, but understanding. If you want to, say your okay with being friends. But if you're going to do this, it's your job to be the initiator. It will be your job to invite him to... whatever it is you do with your friends. And be ready to tolerate his oddities, chances are you've only scratched the surface.

But it burns me up when girls say "we can be friends" which tends to be a euphemism for not wanting to see me or talk to me.

If you never talked to him & think his only reason for following you was because he was interested in you & you already ignored him; it may be easier & better to keep on ignoring him until he may actually talk to you. He may of already gotten the hint that your not interested sense you speed up. Personally if I was him & you would suddenly tell me that stuff how you thought I liked you but won't date me because we're different religious; I would think the religious thing was an excuse & that you really assumed I was a creep for following you & would also be upset that the only reason a girl decided to talk to me 1st was so she could reject me & feel like a humongous looser. Also he may not of been really following you; he could of just been heading that direction or something. I sometimes worry I sometimes look like I'm following people when in reality I'm not but because of the pace I like to be walking & happening to be walking in the same direction they are may look like I am; I've been accused of following people when I was in school & I never intentionally followed anyone. I sometimes go out of my way to look like I'm not following people even thou it's more inconvenient(like deciding to walk really fast & pass them up even thou going a faster pace is more tiring, walk really slow for abit even thou I don't want to go that slow or deciding to turn & take a longer way) because I don't want to freak anyone out.

Very well, but note that he may not be able to talk to you. He may follow you and stare at you but not be able to go up to you and talk. You may have to be the one to set up a meeting in a place where he's comfortable to express himself.
