Can you be cuddle friends with an opposite-sex peer? That means you're friends and you give each other physical affection, but you are not romantically involved. Of course, both persons must be single.
Is it possible?

Yes, it is possible. But both people have to fully understand the nature of this platonic relationship and exactly how far it can go. Otherwise it could end badly and the friendship will be ruined.

It quite often exists between friends of the same sex, but there's no reason why males and females can't have such a friendship.

Yes as long as both people are mature and can communicate well enough to understand the relationship.

As long as you find the right person it could work, but I believe that kind of person is pretty rare. Even people who agree to 'keep it at _____' can just get elevated in the moment and end up wanting more. While logically they want one thing, evolution can step in and push them outside of that logic. The same can potentially happen for you. So you just have to be careful, people can say they only want one thing and want more 10 minutes later (which could be disappointing for you if it seemed like you specifically agreed not to 'go there').
