Why do people do this and how to make them stop?

Hmm that's a pretty hard question actually. I think you either have to talk to them, be a jerk or don't read in a place where you can be approached. Like AnonymousAnonymous hinted at, eliminate the possibility of their approach by moving somewhere else or find an empty classroom to sit in.

I usally tell them to leave me alone or have them talk to me at another time

I think that you should talk to them for a couple minutes, and than tell them that you're reading a good book. You might make a friend or two. :)
