To figure out their motivations or why they are behaving in a particular way is the way I understand it.

To "Suss Someone Out" means to make wild (and usually incorrect) assumptions as to someone else's intentions, motivations, thoughts, feelings, past history and future actions.

It means to act in a way that will reveal someone's true motivation without the other person realizing it.
