No, it isn't a good conversation starter. Yes, it is unique, but there are good and bad ways to be unique.

Why would someone call someone they haven't even met for no reason or condition?

Moreover, why would someone give their personal phone number to some random person who approaches them?

A better way to do it is to have a real conversation for at least a couple minutes and (only if it goes very well), ask for their number at the end.
