In a social situation, do you usually make the first move if you want to talk to someone? Even when it's incredibly awkward?

no..
i want to, and might spend half an hour gathering the energy and courage to do so, but i end up taking too long that either the chance/situation has faded, or i have been in the gathering so long that my energy is gone (or both)...

Depends. For the most part no because most people I will be awkward with, but with people who I feel comfortable with and who I believe I could get along with I will approach them first - I'm generally a fairly confident person.
