Perhaps because it's a depression-era song, like "Happy Days Are Here Again", (ironic because of course, they weren't - since The Merry-Go-Round Broke Down).

It may have been written in 1905, but Billy Murray did the song for a "follow the bouncing ball" cartoon in 1932...
