IMHO, a "True Sue" is an idealized version of the author. Said character is flawless and everybody loves and adores him/her, while eternally doting on the Sue's "gifts" and attributes.
The real problem with Sues is they're self-indulgent and offer nothing to the reader. A reader has to be able to relate to the protagonist in some way, and they can't relate at all the perfect Sue. Superman can't rightly be considered a Sue because he did have weaknesses, not EVERYBODY thought he was great, and he was more the idealization of an idea (justice, hero, ect.) than the idealization of a person. His Clark Kent is what normal people could identify with, and his Superman was what they wished they could be.
