In some forums, the practice is considered to be quite acceptable. This is the first time someone suggested that it is in bad form.
In at least two forums that I know of, if the moderators want to shut down discussion on a thread, they disable posts on that thread. Any thread that isn't locked is available for anyone to post on and is not considered to be poor etiquette at all. In one of those forums, posters are expected to post on an old thread on a subject instead of creating a new thread even if the old thread is more than a year old. One such thread on Global Warming that hadn't seen any activity in months suddenly popped up with another few pages of activity in the last couple of days.
One of the requests on WrongPlanet is:

In other words, if there is already an older post about a subject, it is expressly permitted to post on that thread instead of creating a duplicate.
If I remember correctly, one of my earliest posts on WrongPlanet was one in which I did a search for the subject so as not to post a duplicate thread, found a thread from several years back, and posted on it. Nobody suggested that I shouldn't have done that but I was told that in such a case, it would have been okay to post a new thread even if it did duplicate the older thread.
