Why not participate Anti-fascist military parade

China's anti-fascist military parade will be held on September 3.The list of leaders participating in the parade has been released.
Why do many European countries, including the United States, not participate?I understand that these countries have problems with China, but I think anti-fascism is a reason that can't be refused.

I suspect the government only really welcomes BRICS countries to this event.

Now "fascist" as I understand it is usually intended to mean "characterizing the perceived political system of some country I consider a rival" in this case any non-BRICS country.

"Slightly" hypocritical given the Han Chinese historic record of a) ethnonationalism and b) systematic brutal oppression of minorities.
