It's not the insurance, it's passing the inspection regime that's really troublesome.
The FAA have finally caught up with their backlog, and sent an inspector to the North Pole.
He is surprised to find Santa's paperwork, licences and maintenance logs are fully up to date and specification, and acknowledges that only an inspection flight is now required.
While boarding, Santa notices the inspector is carrying a large paper-wrapped parcel, and calls him on it: "Come on, you know the rules! All baggage must pass security checks -you don't catch me that easily!"
"Ah, that's a little awkward," says the inspector "But you are correct. "
He unwraps the parcel to reveal a shotgun.
Santa is amazed: "What on were you thinking of, bringing that on board?"
"Ah well, it's really supposed to be a surprise, but you might just lose a powerplant or two on take-off."
