Yes, this was the main emphasis of most 9/11 Truthers, at least in 2007-2008.

This was more controversial within the 9/11 Truth movement. I remember people who argued strongly in favor of the idea that the WTC towers were brought down by explosives, not just the planes, but who strongly rejected the idea that the Pentagon was hit by anything other than a plane.
Anyhow, regarding the question of who was responsible, my impression is that most 9/11 Truthers rejected overtly anti-Jewish or even anti-Israel theories, but many did embrace various conspiracy theories with historically Judeaophobic roots, which most 9/11 Truthers were probably not even aware of the Judeaophobic roots of.
