I would've thought Roxas or (judging by your sig) Lexaeus.

Talking of Lexaeus, maybe commands "Viking" Nobodies (a bit like Beserker's, but with axes). And we never see who controls the Samurai Nobodies (I think those are Roxas).

The Nobodies commanded are:

Sorcerers: Xemnas

Snipers: Xigbar

Dragoons: Xaldin

Assassins: Axel

Beserkers: Saix

Dancers: Demyx

Gamblers: Luxord

Only the Samurai, Dusks and Creepers don't appear to be commanded. I only speculate that it is Roxas who commanded the Samurai Nobodies, as he is the only member of Organisation XIII who didn't appear to command Nobodies, but had something like a sword. (Keyblade)
