then would sandy beaches not accumulate any snow in the winter?

It is not used to melt snow. It creates more friction and gives tires something to grab onto.

salt is what's used to lower the freezing point of water.

It also makes the snow darker, lowering its albedo, so it absorbs more heat and melts faster. When it snows on a sandy beach it is covering the sand so it is still white and reflecting more heat away from it keeping it from melting.
