I think that no one who was involved in this advertising campaign thought that any police force in America had anyone working for it who was so moronic as to believe that such a device was likely to be dangerous. How far is the paranoia going to go? (edit) It is totally pathetic. They don't seem to have brains anymore.

Well, your wrong! This country is run by a total idiot to begin with. And education in the US has been on the decline since the early 80's.

Their thought processes basically went like this: It has wires, it has batteries, and they probably never seen it before, and its on an overpass, so therefore it must be some sinister device.
