Does no one care for feedback and discussion?
If someone can say "furthermore, this thread breaks the rule about discussing locked threads. Therefore, I will follow policy and lock it"... doesn't that mean it's turtles all the way down? How is anyone supposed to discuss anything at all with that logic? This site has dysfunctional software which logs people out randomly, annoys legitimate users with CAPTCHA more than it annoys spammers (where is the puzzle finally when they have 20 identical threads?) - but clearly is also sociologically dysfunctional too, especially if some single person can somehow decide to do everything, including block a complaint about their own action (in governmental circles that would be corruption, but this is merely some half-baked forum... on Wikipedia ArbCom would probably investigate a whole case resulting in the loss of that person's capabilities, but no, here the walrus simply uses some impossible logic to trick the carpenter... metaphorically).
Suppose you open a thread on the topic "Intelligent Discussion Rocks", and it gets inundated by trolls or other rule breakers, to the point that it is locked, because the thread has been corrupted. The topic itself is not banned and can be discussed in future threads. So the idea that all locked topics can't be discussed is not correct.
Very few actual topics per se are banned to the point that all threads about them are unacceptable. This includes topics such as "All men are rapists" "Let's kill whites" or "Women deserve to be mistreated".
I think any reasonable member would see why they are rule breakers, that the OP intends to cause offence to others and a so they are locked and further discussion of the same topic on new threads is disallowed.

Baiting is not acceptable. That's why TheWalrus locked your thread: viewtopic.php?t=329731 and any other moderator would probably have done the same, if they had happened upon it first.
