Can someone explain what is going on here?

I tried to update my e-mail address for the site, as the old one is no longer in existence. I was able to change it in account settings, but the one in the profile tab still shows the old one, so I tried to update it there too, and instead of changing it, it displayed the page like this and told me my e-mail is already being used and refused to change it.

I had this same issue a couple of years ago, and recall getting that message in red. I ended up sending a PM about it to the site administrator (alex). Although I received no reply, the situation was sorted out, even though it took a month or two.
