You have to wonder. what type of man,she will/may attract with those billboards. So perhaps , she may find herself involved with some sort of Grifter. With eyes on the type of money it took to rent those billboards .Last few Places, I have lived over 98% of available men , were of that Grifter character type . It seemed to me. 
The drug culture seems to have captured many many younger and middle aged men these days
