I think, if I'm understanding a lot of this, the movie was politically polarized - ie. you either commonly affiliate this sort of personality with the territory or you don't, if you do it'll all make sense, if you don't you'll see a lot of great sets and scenery drifting off into limbo followed by rolling credits.

Aside from it showing way more pushover Texans than I'd think a guy like that could realistically find I did think the movie made good points about chance vs. 'control' and how the bad guy in a sense ended up eating his own hat philosophically.
