What to do when one person raises hell?

Background: 10 years ago, a county in rural Nevada approved an oil recycling facility in their county, mainly because they were broke and needed cash. The ultimate location for this place was on the western edge of the county. RELATIVELY unpopulated. There were people out there however, maybe four or five dozen. Not in the immediate area, but close enough.
Fast forward to 2008, when the place wants to expand. Suddenly the locals in the area claim the place smells like an overflowing septic tank. I've been out there, and where the road to the facility meets US Highway 50, it DOES smell like sewage. Now, why an oil facility would smell like sewage has never been established, and the residents all use septic tanks, some of which haven't been inspected in ages. But suddenly all hell breaks loose, and various claims are flying.
The thing is, it's apparently a single resident, in an area called Swingle Bench, who is causing all the trouble. This person is nosy and sticks his/her nose into everybody's business. She has riled up the locals, who aren't too bright, and got them to attack. So there are hearings, and people are screaming, and the sheriff gets called multiple times. Ultimately, the permit is approved, yet this person is unwilling to relent, and vows to fight on.
I think this is a big problem with communes and other small communities, that one person can tear it apart. What do you do if you don't want to grab a pitchfork? As an aspie, I want to be left alone. I am considering moving to an area near there. What happens when people who want to be alone are dragged into something?

Some people think the squeeky wheels gets the grease, but actually, the squeeky wheel gets replaced. At least that is how it worked in the communes I lived in.
When people buy in, we bought them out rather than put up with that
