I got a CP 290 Eevee and leveled to 11.
Thankfully my Meijer's is a Pokestop so I was able to hit it up a few times while I was shopping.
I also hatched 2 eggs but I didn't get anything good from them. |

| I get the feeling that if you fall behind level-wise, there's no way to catch up since the gyms will usually be controlled by those with Pokémon of high levels, and as time goes on, people will get their levels higher and higher.
