And if you get angry at them and ignore them for while? Maybe they'll see that way that it really bothers/frustrates you and think about what they did. They seem to lack some empathy; they could try to imagine what it's like to be in your position, viewing a discussion from your side and perspective...

Recognizable, but it differs per person though. Quite confusing. I only have difficulties with eye contact with people of the opposite sex. When I don't know someone, anyone, on the street, I look away. I can only have eye contact with someone I know.
