Is wasteful in the sense that we introduce a new symbol, but we can't use any combination of the symbols to represent an unique number. What is being wasted? You might as well say base 10 is wasteful because it isn't base 11. Adding a bunch of new symbols to represent negatives avoids the "problem"...
