Enable JavaScript on local pages (file: URLs) in IE9

Can anyone direct me as to how I can do this? I figured in 2012 this would no longer be an issue, but Microsoft is choosing to be a whore b***h vagina about this and I do not see an option to fix the problem. Thanks.
