Gimp, because it is free and open.

The latest. Same for all other programs (with some exceptions, of course).

I use GIMP, paint.net, and Inkscape. They do every thing much better then photoshop, and they are free and less resource sucking.

or do you mean the CS3 regular or Extended version?
