It's always good to let people know you won't tolerate abuse.

But it also generally good to depersonalize the conflict. This jerk was making his problem yours, but your mutual employer decided, by policy, for solid business reasons, to make it the problem of some call center.

"Sorry, I'd love to help. Perhaps you could request that the board reverse the outsourcing policy and empower me to get you the help you need. As it is, my hands are tied. I'll do everything I can for you, but the firm has prioritized saving money in this area, so there is nothing I can do."
