If done for very understandable personal reasons, twice within a two-week period...does this still kind of cast a bad omen over things....?

The first time was unavoidable, the second time I feel may have been circumvented...

Am I a low priority at this point? Do I need to give up?

Maybe something suddenly came up? If someone liked you they'd make you a priority. If he/she likes you but is too afraid to come out of hiding, move on. Seriously, don't waste your time.

I'd say give them one last shot and if it's cancelled again, give up. After that, if they make the first move, then maybe one more chance, otherwise, forget about them.

Your date is trying to tell you to let it drop. If they're that interested in you they'll let you know. Persisting with this person will make you appear desperate.
