My friend and I draw comic art and stuff.. We want to scan it in the computer lab and add color to it on my laptop. So whats a good program to modify our art? maybe paint shop pro?

This is an incredibly subjective question.

Many people like GIMP because it's free for the taking. It runs on many differant computing platforms including windows. Personaly I don't like GIMP at all. The UI on all of the versions that I've used is a kludge at best.

I like Adobe products myself. Photoshop and Illustrator are incredibly powerful and effective imaging editors. --They also cost quite a bit as well, though if you look around you can find them at drastically reduced prices.
