I have had this said to me a lot. It really depends on the person. Yes, it has been used as a pick up line. But I have had very sincere men say the same thing. Context is important I think. Where are you? Who is the individual? Did you just meet? Is it the second or third time meeting/communicating? I take it as a compliment and carry on the conversation if I am interested or say thanks and move on.
I reply with "Maybe you haven't met many women" sometimes. Or I say that every woman is different. Something along those lines. I think saying "You're like not other women" is really weird. It feels weird.

People, not just men, say this to me. I'm sure they more likely meant "special" and I will take it as such.
Like 'special needs special', not whatever that supposed to flatter a woman of their ego; related to their femininity and their attractiveness.
Yes, there is infantilization -- for me to make do with this impression, is to make others more predictable with like how they would try and treat me like another female.
At least it's not dehumanization -- that would be a headache to deal with.
