I think this quote is very telling of the situation:

"Only 50% of parents think they are solely responsible for toilet-training their child, while one in five parents think children do not need to be toilet-trained before starting reception."

I don't think it's a big deal.The article seems to promote an anxiety that I am tired of hearing in East Asia: "Don't let your child lose at the starting line."
