People need to learn how to act when they are pulled over. My father was a police officer and before we( his kids) got our drivers license, he taught each of us what to do and what not to do. Your brother made several mistakes when he was pulled over. Following the guidelines here will help make it more likely that everybody stays safe in a routine traffic stop.

^Yes, everyone should try to keep themselves safe, but it's absolutely not okay that taking those precautions is necessary or that it needs to be advised. It's the responsibility of the police to keep the public safe, and they have relinquished that responsibility. It should not be responsibility of the public to keep themselves safe from police.
