He published a paper entitled "Epidemic of False Diagnoses of Autism "
Does anybody know if he is credible?

No. According to the below sources, David Rowland is a charlatan.

His main grift is quack nutrition. https://quackwatch.org/11ind/rowland/
He has now got into autism "research".
