I'm not sure how the "courts are going to decide" this one since, as far as I know, there have not been any arrests.

This is really bad.

Why the heck to they have to keep their children locked up in cages? Many animals are treated much better than this. It is grievious to know that some children are not as fortunate as others to have parents who understand and treat them civilly like human beings.

Because it is clear here that the only dangerous people are the so-called foster parents.
