if one is unable to perform salah (daily ritual prayer) due to physical and psychological health problems, can they still get good deeds from doing the call to prayer (adhaan) for the family or group of friends? Will they be punished for not doing it?

Yes. They will be sent to a fiery pit in hell and forced to watch the OWN network for 24 hours a day.
