Have him count to 3 before saying ANYTHING. Practice at home with him. Impulse control is a skill, just like playing the piano or doing multiplication in your head. It must be practiced.

Temple Grandin specifically talks about this. Her recommendation is to go get a pair of colored sun glasses, with the actual lens being tinted (seriously). Apparently that has helped tons of people and the print stops jiggling.

Yes. I have a very important suggestion for you. Listen Carefully. This book changed my life, and I highly suggest reading it: "Unlimited Power" by Anthony Robbins If you can't afford the $10 it costs on amazon, go to worldcat.org and look for it in a library near you.

All learning "social skills" means is learning how to communicate in a way that others understand and react to. So its mainly communication skills.

Yes, definitely. I used to have tons of issues due to anxiety and stress. Teach him some simple breathing exercises, they worked wonders on me: Breathe in for 4, hold for 4, breathe out for 8.
