In general, if someone's already checking you out that significantly improves your chances of getting a date. If you play your cards right you'll never ask someone out who isn't already interested, although you might miss a few potential dates. (But, as I said, with people who aren't that interested to begin with.) Just learn a little bit about nonverbal communication. Comes in handy. ^_^

2. Find a girl you like. Ideally this should be a girl who is socially within your reach. For example, she's in your class, attends the same school, is a member of a group you are in....something of that sort.

3. Introduce yourself to her.
The best way to do this depends highly on the context of the situation is can be complex. However "Hi, I'm (your name)" is generally somewhere in there.

4. If she is receptive to it, engage in a process of relationship growth. There are a lot of sub steps to this, all highly dependent on the situation.

So you see, a large part of getting a girl revolves around getting to know someone in general.
You need to reach a basic level of social proficiency.
